Everything in politics is a function of two things: calculation, and projection. Whether it is a decision by an individual to run for office, or evaluating policy or proposed legislation, first there is the calculation phase—will this even get altitude (?)—-and then the projection phase: what is the probability for success?
Dodd obviously calculated, and projected himself into retirement. Other Democrats are doing likewise, and one, so far, has switched parties. Harry Reid is doing his calculations too and the projections don’t look good. Pelosi may also be on the bubble.
